Important District Budget Update

At the May 14, 2025 Regular Board meeting, a Budget Update Presentation was shared to provide information about the financial challenges currently facing our district and the district's path forward.

While Pullman Public Schools is currently solvent, like many districts across Washington, we are navigating a "perfect storm" of rising costs, declining enrollment, and insufficient state and federal funding. These factors have led to a situation where expenditures continue to outpace revenues. To maintain our long-term stability, we must thoughtfully reduce costs, increase efficiency, and prioritize student learning in every decision we make.

Key Points from the Budget Update:
  • Projected Deficit: The district is facing a projected $1.3 million deficit for the 2025–26 school year.
  • Rising Costs: Insurance and utility expenses have increased by 68% over the past five years.
  • Enrollment Trends: Student enrollment has not rebounded to pre-pandemic levels, impacting state funding.
  • Staffing Adjustments: The presentation outlined staffing reductions for the 2024–25 school year.
  • Future Budget Outlook - State & Federal Funding: Due to increased local property values, the district will see a $300,000 reduction in Local Effort Assistance (LEA) from the state in 2024–25. Federal funding remains uncertain for the 2025-2027 school years and our district will likely to face a greater reduction of funding and elimination and/or consolidation of educational programs.
  • Budget Priorities: Our top priority is protecting student learning by sustaining classroom and program supports, especially those serving our highest-need students. We aim to avoid eliminating programs whenever possible, rebuild the district’s fund balance over time, and maintain financial stability without internal borrowing or entering binding conditions.

If we don't continue to make budget adjustments, in the long term Pullman Public Schools could join other school districts that are experiencing financial insolvency.

Hiring Update

Ryan Mulvey Hired as Next Pullman Schools Assistant Superintendent

Ryan Mulvey, who is currently serving as the Principal at West Valley High School, was selected through a rigorous process from a pool of highly qualified candidates to be recommended for hire as Assistant Superintendent of Pullman Public Schools beginning on July 1, 2025. The recommendation to appoint Mr. Mulvey to the position of Assistant Superintendent was approved by the Board of Directors during the regular board meeting scheduled for May 28, 2025. We are pleased with the strong applicant pool that was interviewed and are confident that we have recommended an excellent administrator for our district.
 
A comprehensive interview process was conducted on May 20, 2025 and included a formal interview and presentation to the interview committee, a tour of all Pullman Schools, and open forums for staff and the community to have an opportunity to meet and talk with each candidate and provide feedback on each candidate to the interview committee. The interview committee consisted of district and building administrators, a board member, certificated and classified staff members, a counselor, and district parents/guardians selected by lottery. Through this process Mr. Mulvey emerged as a capable and desirable candidate. 
 
Mr. Mulvey brings over two decades of experience in public education, including a strong background in instructional leadership and student support. He began his career as a classroom teacher in Spokane Public Schools, where he taught for ten years. Since 2018, he has served as the principal of a high school in the West Valley School District, where he also completed a two-year superintendent internship from 2019 to 2021. Prior to that, Mr. Mulvey was the assistant principal at the same high school from 2014 to 2018. His previous experience also includes serving as principal assistant at Spokane Virtual Learning from 2011 to 2013 and at Ferris High School during the 2013–2014 school year. 

He earned a Masters in Curriculum and Instruction from Eastern Washington University and holds a Principal and Superintendent credential from our very own, Washington State University. Superintendent Dr. Bob Maxwell shared, “Ryan Mulvey brings a wealth of experience as a teacher, school leader, and collaborative educational leader. His commitment to supporting students, staff, and families, combined with his deep understanding of school and district operations, will be a tremendous asset to our district. ” 

We look forward to welcoming Mr. Mulvey to Pullman Public Schools and the community of Pullman.
 

Evan Hecker Hired as Pullman High School Assistant Principal/Athletics & Activities Director

Evan Hecker, who currently serves as the Principal at Kamiak Elementary School, was selected through an interview process to be recommended for hire as Pullman High School Assistant Principal/Athletics & Activities Director beginning on July 1, 2025. The recommendation to appoint Mr. Hecker to the position of Pullman High School Assistant Principal/Athletics & Activities Director was approved by the Board of Directors during the regular board meeting scheduled for May 28, 2025.

The position was posted internally and open to interested administrators within the district. Following a thorough application and interview process, Mr. Hecker was selected based on his strong leadership experience, passion for supporting students both academically and through extracurricular involvement, and genuine enthusiasm for athletics and student activities, recognizing the important role they play in fostering school pride, teamwork, and a sense of belonging.

Mr. Hecker has served as the principal of Kamiak Elementary since it opened and has been an integral part of the school's development and success. His leadership, commitment to student growth, and dedication to building strong relationships have made a lasting impact on the Kamiak community. Mr. Hecker brings a wide range of educational and leadership experience to this new role, and we are excited for him to continue serving Pullman students and families at the secondary level. His passion for student engagement and school spirit will be a great asset to the high school community. 

We thank Mr. Hecker for his service to Kamiak and look forward to his continued contributions in this new position.

As the school year nears its end, May is a time to reflect on our progress and share appreciation for the ongoing commitment of our students, staff, families, and community. This year, like many others across Washington State and the nation, we continue to navigate the reality of inadequate funding from both state and federal sources. Despite these financial challenges, our focus remains steady: providing a high-quality education for every student in Pullman Public Schools.

Ongoing funding limitations have a direct impact on our ability to address critical needs in areas such as transportation, facilities, and staffing. These are essential components of a strong public school system, and we remain committed to working with our local and state partners to advocate for long-term solutions that ensure schools are fully and fairly funded.

Even in the face of these challenges, there is much to celebrate in our schools. Pullman students continue to perform well on state assessments, reflecting the hard work of both learners and educators. Our schools remain safe, welcoming environments where students are supported academically and socially. We are committed to fostering a strong sense of belonging for all students, ensuring they feel seen, valued, and included in every aspect of their education.

Across our district, staff are focused on meeting students where they are and providing the resources and encouragement they need to succeed. From early learning through high school, our educators are working tirelessly to support student growth and development.

We are proud of the resilience and adaptability shown by our school community. The strength of Pullman Public Schools lies not just in programs or buildings, but in the people who make up our district—from our dedicated staff to our engaged families and supportive community partners.

As we look ahead, we remain committed to continuous improvement, strong advocacy for public education, and building a future where all students thrive.

2024-2025 School Year At-A-Glance

We extend our gratitude to our staff, families, and the Pullman community for their support throughout this school year. Your efforts play a pivotal role in ensuring a successful and enriching educational experience for our students, and we are truly grateful for your ongoing partnership and commitment to our shared goal of fostering excellence in education. See below for some of the highlights from another successful school year!
  • Equity work continues through the work of Professional Learning Communities. This work ensures that all students are achieving high levels of learning.
  • PSD implemented Mobile-Device Free Policy starting, November 2024.
  • PSD is participating in Washington Guaranteed Admissions Program to support a college-going culture and guaranteed admissions efforts at six participating Washington four-year public institutions.
  • Our Board of Directors and Superintendent, together with other Whitman County educational leaders, had the opportunity to host District 9 legislators and legislative candidates for a collaborative discussion on key issues affecting K-12 education.
  • A Diversity, Equity, Inclusion, and Belonging (DEIB) task force was formed to identify and recommend areas for improvement related to DEIB strategies district-wide to the Pullman Public Schools Board of Directors.
  • Franklin Elementary Recognized by the Washington State School Recognition Program for the 2023-2024 School Year for: 1) Growth for students in Special Education, and 2) Achievement in ELA, Math, and Attendance. Franklin Elementary was also recognized by the Washington State School Recognition Program for the 2022-2023 School Year for: Growth for 1 or more student groups.
  • Jefferson Elementary Recognized by the Washington State School Recognition Program for the 2021-2022 School Year for: 1) Closing gaps 1 or more Targeted Support student groups, and 2) High growth in ELA/Math proficiency rates by 1 or more student groups (due to the pandemic, the recognitions were delayed and presented to recognized schools this school year)
  • Lincoln Middle School Recognized by the Washington State School Recognition Program for the 2021-2022 School Year for: Growth for 1 or more student groups (due to the pandemic, the recognitions were delayed and presented to recognized schools this school year)
  • Kamiak Elementary School was recognized as a 2024 State ESEA Distinguished School by OSPI & the National Association of ESEA State Program Administrators for execeptional student performance and academic growth. Kamiak Elementary was also recognized by the Washington State School Recognition Program for the 2022-2023 School Year for: High growth in ELA/Math proficiency rates by 1 or more student groups (due to the pandemic, the recognitions were delayed and presented to recognized schools this school year)
  • The Boys & Girls Clubs of the Lewis Clark Valley announced the expansion of its services to Pullman as part of a community effort in Pullman to fill the after-school programming gap resulting from the closing of the YMCA of the Palouse.
  • PSD formed an Artificial Intelligence (AI) Task Force to develop guidelines for the use of AI technologies within our schools.

  • Melissa Mayer, PHS Business & Marketing teacher and DECA advisor, named the Washington Educators of Business & Marketing Outstanding Teacher of the Year
  • Wendy Kruger was awarded the WSSAAA "Athletic Director Service Award" for the 2024-2025 school year.
  • Pullman School District has 18 National Board Certified Teachers this year!
  • 2024 Excellence in Education Award Recipient - Laura Manning, Assistant Cook/Cashier at Pullman High School
  • 2025 Dedicated Teaching Team Award - Kamiak Fifth Grade Team (Meghan McKeirnan, Emily Poston & Isayah Quitugua)
  • PSD Board of Directors was named as a 2024 Board of Distinction by the Washington State School Directors' Association (WSSDA).

May 14, 2025 Regular Board Meeting Recap

At the May 14, 2025 board meeting, the Pullman School District Board of Directors received reports from Pullman High School’s ASB, and a budget update from the district's Finance Director and Superintendent. The board approved several consent agenda items, including recommendations from the Diversity, Equity, Inclusion & Belonging (DEIB) Task Force. Additionally, the board approved academic calendars for the 2026–2027, 2027–2028, and 2028–2029 school years. The board reviewed and discussed handbooks for the 2025-26 school year, the 2025-26 board meeting schedule and a credit recovery summer school fee for Pullman High School.

May 28, 2025 Regular Board Meeting Recap

At the May 28 board meeting, the Pullman School District Board of Directors heard updates from Pullman High School student ambassadors, received a report on the Reducing Restraint & Eliminating Isolation (RREI) Project, and discussed technology changes—including a proposed shift at Lincoln Middle School from 1:1 Chromebooks to classroom Chromecarts and recommended updates to the district's YouTube access policy to help manage screen time and content exposure. The board approved several items, including personnel updates, a superintendent contract addendum, the 2025–26 board meeting schedule, the 2025–26 Family and Student Handbook, and the 2025–26 LMS/PHS Athletics and Activities Handbook. A public hearing was held regarding the proposed sale of the Pullman Aquatic Center, and the board also discussed declaring a surplus bus and a proposed lease agreement with the Montessori School of Pullman for space at the Pioneer Center.

2025-2026 School Meal Application Available Now - Every Eligible Form Counts!

Previously known as Free/Reduced Priced School Meal Application, the OSPI Child Nutrition program has introduced an updated application called the Child Nutrition Eligibility & Education Benefit (CNEEB) Application.

This application may qualify you for: school meal benefits, Summer EBT benefits (if enrolled in a NSLP/SBP school), and/or reduced fees for other programs and activities. If your child(ren) are enrolled in a Community Eligibility Provision (CEP) or Provision 2 school, completing this application will not impact your eligibility to receive meals at no cost.

Additionally, the information provided can help schools secure additional funding and resources to enhance educational programs and services. By taking the time to complete this form, you are directly contributing to your child's well-being and academic success, as well as supporting the broader school community.

We strongly encourage ALL parents/guardians to submit a Meal Application. Completing an application takes less than 10 minutes, and families only need to submit ONE application per family with all the children in the household.

Did You Know? Foster children and students receiving benefits from state programs such as Basic Food or Medicaid automatically qualify for free/reduced priced meals!

Notices:
  • Grab & go bags are pre-packaged for all sites. Children will have entree and side choices and then will be provided with a paper bag.
  • Parents/guardians picking up meals at pick-up sites are required to sign a form attesting they are picking up the meal for a child between the ages of 1-18 years old. 

Washington SunBucks Program

SUN Bucks, also known as Summer EBT, is a program that helps families buy food for their school-aged children during the summer. Families will get a one-time $120 benefit per year for each eligible child to help buy groceries during the summer months. SUN Bucks is separate from Supplemental Nutrition Assistance Program and provides food benefits to each eligible child. The food benefit amount may vary from year to year.

Similar to SNAP, SUN Bucks is a flexible food benefit that families can use to buy food to help offset rising food costs. Using SUN Bucks also helps bring additional dollars into local economies.

Kamiak Elementary Fifth Grade Team named 2025 “Dedicated Teaching Team Recognition Award” Recipient

At the April 30, 2025 Regular Board Meeting, the Kamiak Elementary Fifth Grade Team was presented with the 2025 Dedicated Teaching Team Recognition Award by the Pullman Public Schools Board of Directors. Each year, the board typically has selected one certificated employee to receive this recognition; however, this year our Board of Director’s is presenting a “Dedicated Teaching Team Recognition Award” in lieu of the “Dedicated Teacher Award.” This recognition is in appreciation of that team’s demonstrated dedication to students and to their school.

Meghan McKeirnan, Isayah Quitugua, and Emily Poston’s team was recommended for this recognition by Evan Hecker, Kamiak Elementary School Principal, who shared that this high-functioning collaborative team played a key role in Kamiak Elementary School earning recognition as a Washington State ESEA Distinguished School.

Principal Hecker shared, “This team operates with a shared mission, vision, values, and goals centered on high levels of learning for all students. They’ve created a common understanding of what the fifth-grade experience should look like and work collaboratively to bring that vision to life. Their goals are SMART—specific, measurable, attainable, results-oriented, and time-bound—and they use them to monitor progress and adjust instruction as needed. Their commitment to collaboration, continuous improvement, and a focus on results has transformed learning in their classrooms and across our school. Their example shows that when educators unite around a shared purpose, extraordinary outcomes are possible. This team embodies what it means to be a professional learning community—and their work played a central role in Kamiak Elementary being named a 2024 Washington State ESEA Distinguished School.”

Franklin Elementary Recognized by Washington State School Recognition Program

For years, the State Board of Education (SBE), Office of the Superintendent of Public Instruction (OSPI) and the Educational Opportunity Gap Oversight and Accountability Committee (EOGOAC) have collaborated on the Washington School Recognition Program honoring K–12 public schools across the state for closing opportunity gaps and for students’ growth and academic achievement.

Each year, this program highlights schools that demonstrate exceptional progress in key areas of student success. This year, 16% of schools in Washington received this distinction. All state public and charter schools can be recognized. 

For the 2023-2024 school year, Franklin Elementary School has been recognized for the following and will receive a banner to display at their school:
  • Growth for students in Special Education
  • Achievement in ELA & Math & Attendance

There are three routes for schools to be honored by the Washington School Recognition Program.
  • Closing Gaps: These schools make significant advancements for all students or specific student groups in the area identified for improvement.
  • Growth: These schools have at least one student group among the highest performers on at least 60% of WSIF measures.
  • Achievement: These schools show high performance on at least two of the following measures: attendance, dual credit completion, English language arts (ELA) assessments, graduation rates, math assessments, and ninth grade on-track.

Franklin Elementary was also recognized as a 2022-2023 Washington State School for English Language Arts (ELA) Growth for one or more student groups. This consecutive recognition reflects Franklin Elementary’s continued dedication to fostering academic growth and achievement across all student groups. Franklin’s emphasis on fostering a supportive and inclusive learning environment serves as a testament to the power of collaborative efforts and targeted strategies in driving positive educational outcomes.

Pullman School District to Launch New Website in July 2025

Pullman School District’s current website hosting contract with Intrado is set to expire in August 2025. The district originally entered into a five-year agreement with Intrado in 2020 to provide website hosting services. As the end of that contract approaches, we are preparing to transition to a new website hosting service, ParentSquare Smart Sites, that better meets the current website accessibility standards and the evolving needs of our schools, families, and community.
ParentSquare already serves as our district’s primary communication platform. With ParentSquare Smart Sites, families and community members will be able to access news, calendars, alerts, and school information all in one integrated location. This change reflects our broader commitment to improved communication. Moving to Smart Sites allows us to consolidate services and provide a more streamlined, user-friendly experience.

Our new district and school websites (hosted by ParentSquare Smart Sites) will officially launch in July 2025. This timing ensures a seamless transition ahead of the 2025–2026 school year.

Pullman Public Schools - Summer Operating Hours

The District Office will be switching to summer office hours starting Monday, June 23 and will go through Friday, August 15

  • Monday: 7:00am-4:30pm
  • Tuesday: 7:00am-4:30pm
  • Wednesday: 7:00am-4:30pm
  • Thursday: 7:00am-4:30pm
  • Friday: 7:00am-11:00am
  • Saturday: CLOSED
  • Sunday: CLOSED

If you have anything you need to drop off after hours, please do so in the blue drop box, located out in the front of Pioneer Center (240 SE Dexter St).

*The District will be closed to the public on Thursday, June 19th in recognition of Juneteenth, and Friday, July 4th in recognition of Independence Day.

Mental Health Awareness Month was established in 1949 to increase awareness of the importance of mental health and wellness in Americans' lives, and to celebrate recovery from mental illness. Mental health is essential for a person's overall health. Prevention works, treatment is effective, and people can recover from mental disorders and live full and productive lives. 

The Office of Superintendent of Public Instruction (OSPI) recognizes the growing need for additional supports and resources for schools and families to help address mental health wellness.

The 988 Lifeline offers free, confidential, 24/7/365 support for thoughts of suicide, substance use concerns, and any other type of emotional distress. Trained crisis counselors who answer calls, texts, and chats can listen, offer support, and provide helpful resources.

2‑1‑1 provides access to your local community services. 2‑1‑1 is available in multiple languages, allowing those in need to access information and obtain referrals to physical and mental health resources; housing, utility, food, and employment assistance; and suicide and crisis interventions.

This month provides a special opportunity to honor the diverse cultures, rich traditions, and significant contributions of the AAPI and Native Hawaiian communities to our nation's history and cultural fabric.
