Student-Led Walkouts/Protests
The Pullman School District recognizes that students may, at times, choose to participate in walkouts, protests, or other forms of expression related to social or political issues. These events are typically student-initiated and student-led and are not school-sponsored activities.
When the District becomes aware that students may engage in a walkout or similar activity during the school day, our role as a public school system is to focus on:
- Student safety and supervision
- Maintaining a respectful and orderly learning environment
- Ensuring instruction continues for students who are not participating
The District does not organize, plan, or endorse student walkouts. Our responsibility is not to take a position on the issue being protested, but to ensure that all students are treated with dignity and respect and that schools remain safe spaces for learning.
Student Rights and School Responsibilities
As a public school district, we are required to balance student constitutional rights with our obligation to maintain safe and orderly schools.
The U.S. Supreme Court affirmed in Tinker v. Des Moines (1969) that student expression may not be restricted unless it substantially disrupts school operations. At the same time, under Washington law (RCW 28A.600.020 and RCW 28A.600.015), districts are responsible for maintaining safe and orderly learning environments.
This means that while schools cannot always prevent peaceful student expression, the District will respond if behavior becomes:
- Unsafe
- Disruptive to instruction
- Harmful to students or staff
Attendance Expectations
Washington’s compulsory attendance law (RCW 28A.225.010) requires students to attend school for the full instructional day.
- Students who leave campus during the school day must have parent/guardian permission and must sign out through the attendance office.
- Leaving class or campus without permission may result in an unexcused absence, consistent with state law and district policy.
- Participation in athletics and extracurricular activities may also be affected by unexcused absences, in accordance with district and WIAA attendance requirements.
District Commitment
Our priority remains the same every day: to keep schools safe, respectful, and focused on learning for every student.
We value student voice and civic engagement while also upholding expectations that allow our schools to function smoothly and equitably for all members of the school community. Families are encouraged to discuss these topics with their students and partner with schools in supporting both student expression and shared responsibilities.
